Accessibility of your website by people with disabilities is always good policy. And in some situations it is a legal requirement.

People with certain disabilities may need assistive technology to visit your website. For example, blind people use a program called a "screen reader", which translates website text into spoken words, to visit your website.

To make this technology work correctly, there are industry standard guidelines for accessible website design. If a website is built for the US Government, it needs to comply with US Government Section 508 Standards (with a few exceptions).
